Weekend patch! Changes:
- Buffed CGM bullet recipes

- Added recipe for empty casings in the CGM workbench

- Fixed steel dust being only smeltable within a tconstruct smeltery

- Fixed bugged recipes with steel blocks/ingots/nuggets

- Fixed osmium dust being only smeltable within tconstruct smeltery

- Added alumina solution, aluminium scrap and red mud

- Removed ability to smelt bauxite into aluminium ingots

- Added bayer processing chain for production of aluminium
