Updated all mods that had an update (over 40)

Temporarily removed Immersive petroleum because it was keeping the server from loading up. They broke it in the latest update.

Added a server side only mod to help with administration

REMINDER: This is the first of several updates to remove the need for a majority of Mekanism. Next update I'll be removing Mekanism generators. This is your only warning to start replacing them. If/When Thermal Dynamics comes out that will replace a majority of the mekanism functionality.
