Make monsters can only spawn in completely darkness (lightlevel <= 0) thus surface will be much more peaceful

Can raid still happen? (zombie, pillager)
and does this prevent pillager from spawning on surface?

I think raids still happen with this mod installed. Pillagers should still spawn with this mod installed.
But, since this mod is a port from Forge version, there might be inconsistency between two.
Do the default config affect only surface? I hard find monster inside cave lately

No, default config do affect underground too, but it should be no different from the new Minecraft mob spawning logic.
I think even in vanilla, if you stay in an area long enough, the mob cap will be filled then no more mobs will spawn until some despawns.
If you want to find mobs, move to a further area would have a better chance.
With this mod is it possible to make it so mobs only spawn at 0 light PLUS.... not sure how to word this... can't see the sky? Has a block anywhere above it? Not sure how it would work best.
What I want is for overworld mobs to only spawn in caves and forests etc in 0 light spots regardless of day/night. Like fairy tale logic where all the bad stuff is in dark places. I want the surface to be safer at night but going near forests and caves to still be dangerous cuz they can still walk out under the sky. Does that make sense? Let me know if you need any clarification thanks!
Oh and I mean they can only leave darkness at night safely. They'd still burn and avoid sunlight during day. Or that's how I'd like it lol.

The default settings should match your goal. In default it requires 0 light level including sky light for mobs to spawn (with exceptions of slime).

Just tried it out and it seems to work perfect! Spawned in a heavy canopy forest which had a couple mobs by day and was littered at night. In the nearby deserts and a sparse taiga forest, couldn't find a mob. 100% gives me that fairy tale, monsters come from the dark kind of gameplay. Thanks!

If that moon phase has lower sky light level, yes.
Wait, how would this mod even have an effect? As far as I'm aware, with 1.18 mobs only spawn in light level 0 anyway, with the exception of some of them found in the nether or the end (blazes, endermen for example).
As far as the overworld is concerned, no mobs aside from phantoms can spawn around the player if the area has even 1 point of light to it. The Nether/End could see a benefit from this for sure. Though, is it even possible to have negative light like some others here mentioned? Last I checked there was no mod that makes things darker than dark :P

Vanilla is still spawning mobs during night on surface. This mod (in default settings) will also prevent mobs from spawning during night on surface in that regard.

Hello, I downloaded the mod to play a Warfare modpack without having zombies and skeletons annoy constantly. After installing it and dragging it into my mods folder, I opened the world, put it on hard difficulty and all mobs still spawned, I tried having a look at the config files but didn't understand how to operate them correctly, could someone please explain to me how to prevent hostile mobs from spawning with this mod?

Hi! In regards to 1.18 and the changes made to spawning, what would be the best settings to change to allow the least amount of mobs to spawn? I read that once you've lit up a cave, the mobs are forced to spawn further and further up and it has led to tons of mobs under trees on the surface

DefaultRule that came with the mod should be enough, but if a tree is big enough, there might be some light 0 spots, you can place some strings to make them spawn-proof if you don't want to light up them.
What happens if all rules are disabled? No spawns? Default behaviour?
