Arcana Quest Tweaks

Initial Release
Currently only includes the Stamina Module which extends additional stamina consuming actions to Elenai Dodge 2's Feathers API. This also leverages Simple Difficulty thirst and hydration when installed by adding exhaustion when recovering feathers. This also adds a ledge climbing mechanic. All stamina usage is configurable by mods config file. Also optionally includes support for Spartan Weapons by defaulting weapon weights to weapons from the mod for attack stamina usage.
