Trashcan Fixes

This mod is inspired by a different attempt to fix issues relating to the trashcan; however, those fixes were only a band-aid, and I believe I've finally resolved the issues properly. Due to an oversight by Maxis, horses can knock over any trash can, even ones without lids. There were also additional issues introduced by Eco Lifestyle's Recycle Trash challenge, which added new fill states that were incompatible with the knocked-over versions of the trash can models. Those issues should now all be fixed.

Sims should also stop throwing away trash into overflowing bins, which would lead to an infinite cycle of throwing away trash until sims gave up.
