Adds rarities and modifiers to items. Random chances on crafting, looting, trading, fishing, etc. Different tiers have different changes for good/bad modifiers. Highly configurable.

- Now also works on Fabric (Minecraft 1.21.1). Fabric players need Fabric API. Your settings and rolled items work the same on both.
- Fixed items found in chests and other loot tables never getting a rarity on NeoForge. They now roll as the mod always said they would.
