Sims will be less randomly mean/mischievous to other Sims, especially if they don't have a trait, skill or preference which accounts for them beeing mean or mischievous.
Search the Strangerville Archive in the information centre to immediatly get rid of the neighbourhood effects in Strangerville (infected people, plants) without having to solve the mystery.
