    Add Options.lua, item level tooltips, and restructured settings panel

    - Moved options to separate Options.lua file
    - Added main settings category with Character and Inspect subcategories
    - Added experimental item level tooltip feature showing:
      - Player item level
      - Missing enchants (each on own line)
      - Low rank enchants
      - Missing gems
    - Tooltip auto-refreshes when inspect data is ready
    - Marked tooltip feature as Experimental
