    Fix ilvl calculation and remove debug window

    - Cap individual item ilvls at 180 to handle borrowed power items (e.g., cloaks reporting 730)
    - Remove 25% suspicious items rejection (no longer needed with per-item capping)
    - Disable Purple Police tooltip when inspect frame is open
    - Remove debug window that showed during inspect
