Effects UI

Bugfixes:

• Reduced saving of dead position records
• fixed checkbox enabled state on config dialog
• cast bar text overflow now in line with TSW
• countdown and buffagon now properly mirrored
• Countdowns with labels no longer mess up when mirrored

Known issues
* Buffs on teammates may not appear immediately following a /reloadui or a zone change.
* Apologies to international users - the default settings are still in English only
* Remaining time on casts may not be accurate for the first few ticks
* Glob matching with * allows only one *
* Tooltip line breaks are doubled.
* Relogging to an alt may cause Effects UI to crash on opening the Configuration dialog. Please use /reloadui atfer relogging to avoid this.
