Effects UI

Bugfixes:

• Should no longer show phantom buffs when FPS is low. This time for sure.
• Tiny visualizers should show readable timers more often.
• The "uninterruptable" overlay looks very slightly better.

Known issues
* Buffs on teammates may not appear immediately following a /reloadui or a zone change.
* Apologies to international users - the default settings are still in English only
* Remaining time on casts may not be accurate for the first few ticks
* Glob matching with * allows only one *
* Tooltip line breaks are doubled.
