Effects UI

Features:

• Weapon juggling now more reliable
• Weapon juggling now only needs 1 inventory space
• Weapon juggling now takes slightly longer

Known issues
* Remaining time on casts may not be accurate for the first few ticks
* Buffs on team member visualizers can sometimes get out of synch if team member if not close
* Glob matching with * allows only one *
* Tooltip line breaks are doubled.
* Relogging to an alt may cause Effects UI to crash on opening the Configuration dialog. Please use /reloadui atfer relogging to avoid this.
