Revives the happy and top notch toddler traits

THIS MOD HAS BECOME OBSOLETE.

When aging up from toddler to child, Sims will now be able to gain the happy toddler and top notch toddler trait once again. This feature has been bugged since infants were released.

I've been creating CC and mods for the Sims since the Sims 2. I do not use AI. My focus is on quality of life improvements, bug fixes and Maxis match enhancements to blend in seamlessly with the Vanilla game.
