Explorer's Eve - Wither Storm Modpack

A very small update to adjust some endgame item balance and fix an important bug with Withering Apocalypse. It's nice to not have a giant wall of text here sometimes.

The Eye of the Storm's ability has a 30-tick cooldown.
The Void Assault Shoulder Weapon additionally summons a Wither Smoke Cloud where it appears. This doesn't damage the player who shot it, but will probably cause fun in multiplayer.
Loyal Zombies summoned by the Lich's Scepter now wear armor and have extra health.
Fortification shields now dissolve in the Wither Storm's tractor beams.
Added a failsafe to cure Wither Sickness 6 if the player gets afflicted by it.
Fixed certain explosions spawning Sickened Creepers with Withering Apocalypse enabled.
Fixed Thrown Ice not having a name.
