Explorer's Eve - Wither Storm Modpack

Surprise! Backport! This is a strictly inferior experience to 1.3, but I figured it'd be nice to bring some things back for people who want to add other 1.18 mods.

Backport to Minecraft 1.18.2.
From 1.2.3.2, updated Forge, Flywheel, FerriteCore, Placebo, and YUNG's API.
Removed Dungeons Enhanced and Open Loader.
Added Paxi, YUNG's Better Ocean Monuments, Dungeons Plus, and FallingTree.

Because this is a backport, the rest of these changes will be described in comparison to 1.3.0.3 instead of 1.2.3.2.
Replaced retextured Command Block materials with Placeable Command Blocks equivalents.
Removed Mangrove Boats from the starting loot pool because they don't exist yet.
Small Nether dungeons don't exist, so Piglins can rarely barter Blaze Powder.
Ancient Cities don't exist, so towers never spawn.
