Tool Belt Fix (Better Inventory And Backpacks)

• Vein mining did nothing with the tool belt when the empty hand was on the tool blacklist: in auto mode the tool belt leaves your hand empty and mines with the best belt tool. UltraVein only looked at the hand, saw an empty hand and blocked it – even with Require Tool in Hand off. So a setup like "trees only with axes" (empty hand blacklisted) stopped working with the belt.
• UltraVein now asks Better Inventory which tool will actually break the block, and judges that one: the tool filter, Require Tool in Hand, Deep Harvest, tool hunger and Prevent Tool Break all see the belt tool. Mining with a truly empty hand is still blocked when the empty hand is blacklisted.
• No dependency: without Better Inventory nothing changes.
