Tool Tooltips: Mining Speed & Break Time

First release.

A tool's tooltip now shows three things: its mining speed with Efficiency already added, what it is good on, and how long it takes to break the block you are looking at - or, in red, that it will not drop anything from it.

• Read from the tool's own data, so modded tools work too.
• The break time uses the game's own rule (standing on the ground, no Haste).
• English and Portuguese.

Client-side only. Works on any server.
