LightSpeedRe - Launch optimizations

Reduces your waiting time by loading modpacks significantly faster (currently 48% - 71%)

This is a high-version (1.20.1+) port of the Lightspeed mod.
It removes the model-baking optimizations that were already implemented in vanilla Minecraft 1.20.1, keeping only the resource-pack cache feature, which speeds up launch times.
(Currently, only ports for Forge 1.20.1 and NeoForge 1.21.1 are planned.)
