- Fixed incorrect "no monsters nearby" condition check for Herobrine's TNT attack.

- Herobrine can no longer build new Altars if one already exists inside a 7x7 chunk square centered on current position. This check happens both when Herobrine initially appears and when he is about to disappear.
- Herobrine now properly evaluates snow and certain other blocks when deciding whether to build Altar or not.
