Skips the resource reload when a server sends resource packs you already have.

What's new
- Faster reloads: zip resource packs are listed from an index instead of being read in full for every lookup.
- Going back to one of your last servers reuses its atlases and models instead of rebuilding them.
- Packs a server sends without a hash are shown from disk while they download again.
- New settings in config/drmfrp.properties, and a settings screen in Mod Menu (optional).
