Climate Control/Geographicraft

Changed Mushroom Islands to use Geographicraft's standard incidence system. Use fresh configs for this version since the old Mushroom Island config is obsolete and the new one won't default properly with old configs. Intended as release but I like to wait a week or two to see if anybody finds a problem.
