This behaviour packs makes it that stone tools need actual stone to craft them and brings some changes to furnaces.
It removes the ability for furnaces to smelt majority of metals except for iron and netherrack gold ore. You can pretty much smelt anything else. Also the blast furnace is left unchanged, but should be more desirable now because of the limits placed onto the furnace.
I made this mod so there can be some progression between wood and stone tools, although it probably doesn't eliminate the progression jump all together.
