Changes:

Fixed a multiplayer permission bypass where /chatdisable (alias: /cdb) could be used by any player on authenticated servers.

Reworked sender detection to support both PlayerRef and wrapped CommandSender implementations (better cross-build compatibility).

Command authorization is now enforced at runtime using reliable checks (Operator/Admin + plugin chatAdmins allowlist), instead of trusting only the server permission node.
