Changes:

All commands (except /g, /l, and /msg) now require admin/op permissions to execute. Plugin commands can now be executed from the console.

/chatwarning can be executed by chatadmins even without admin/op permissions. New Features:

Chatadmins can run administrative commands even without admin/op (e.g., /chatwarning).

Fixes:

Only chatadmins can speak when chat is blocked.
