Bug fix: guild bank no longer appears empty for the Guild Master

• The War Effort guild-bank scan was actively querying every tab of the bank, which caused the GM's guild bank view to render empty. The scan now reads passively from whatever's already in the client cache — it never asks the server to re-fetch a tab. The bank window's view is left exactly as the GM clicked it.
• What this changes for count accuracy: the GM still gets accurate counts for every tab they've clicked into during the session. Tabs they haven't viewed this session simply aren't counted until they click on that tab — at which point the count populates automatically. In practice this means open the bank, click each tab once, and progress is complete, the same way you'd browse the bank anyway.
