First public release.

Restores the classic action bar layout and button art on retail:
the stacked bar arrangement with XP/honor/rep bars between the rows,
griffin end caps, the two right-hand bars as vertical columns, classic
button art in every state, and the classic micro menu and bag bar are packed
into the bar's original 1024px width.

Bars only — nothing else in the UI is touched, apart from the Escape
menu scaling noted in the description.
