Strazza's Declutter

First release. Built for Burning Crusade Anniversary (2.5.6).

- Audits bags and bank for items that are no longer relevant, in four
  categories: outleveled or unusable gear, vendor trash, stale quest items, and
  dead consumables and profession mats.
- Report only. Declutter never sells, deletes, moves or uses an item.
- Results window with collapsible categories, reasons, locations and a running
  total of what you would recover. `/dc`, or the minimap button.
- In-bag markers on flagged slots, plus a reason line on the item tooltip.
  Draws through Baganator's corner widgets when Baganator is running, and on
  the default bags when it is not.
- Two severities: gold coin for safe to vendor, amber for look at this first.
  Unbound green-or-better items are always downgraded to amber.
- Per-rule toggles, threshold sliders, and a persistent ignore list.
- Protects epics, bags, keys, recipes, ammo, class reagents, mounts, quest
  starters, potions, food and anything a vendor pays 1g or more for.
- Optional: Auctionator prices act as a value guard, and Questie can veto a
  stale-quest flag.
