StatDiminishing

Adds the diminishing-returns bracket to secondary stat tooltips in the character pane, so you can see how much a stat is being cut before you keep stacking it.

- Each stat line shows the current bracket and the penalty (for example 1/3, 15% reduced)
- A small progress bar shows where you sit inside the current bracket

Speed module (optional):
- A "Movement speed" row at the end of the Enhancements section of the character pane
- A floating speed readout on screen: ground speed, with an optional Skyriding line
- Colours, outline, scale and lock are configurable, and you can drag it anywhere

Commands: /sd on | off | status | config
