Sound Effects On

I have had issues with my sound effects randomly turning off. So this will make sure sound effects are always turned on.

There are no options, there are no settings. You cannot turn it off other than disabling it in the Addons menu. Since this is easily done, I don't feel the need for another minimap button, or any slash commands.

I have also made a version for Classic.
