Shackled watches the crowd control that lands on you in arena and tells you the moment it can be used again.
When a stun, fear, incapacitate, disorient, or silence hits your character, Shackled works out which ability it was, starts a cooldown timer, and puts it on a small movable bar. As the cooldown runs low the icon glows, so you can tell at a glance when it is safe to play forward and when another go is on the way. Prefer to keep your eyes on the fight? Switch on the spoken callouts and it will warn you a few seconds before an enemy's CC is back, at whatever volume suits you.

HOW IT WORKS
The arena API does not let addons read the enemy team's casts, so Shackled works from the crowd control that lands on you instead. Every timer comes from a CC you actually felt rather than a guess about their kit. It is a fast, dependable answer to one question, not a full enemy tracker.
COMMANDS
Type /shackled to open the settings, where you move and resize the bar, choose which spells to track, and set the glow.
Type /shackled log to list any crowd control Shackled did not recognize, ready to copy.
Run into a CC that did not get tracked? Type /shackled log, copy the list, and send it my way. That is how the spell list keeps growing.
