    Changed the Outlow Rogue Roll the bones mecanism

    Removed the buff time check since they don't seems to use the pandemy mecanism. Better to let them fall off before casting the dices again to get the most out of them.

    Should only be used on multi-target but player can forget to disable it when switching back to single target.
