    Bump to v1.3.3; add robustness and UI hooks

    Update for release 1.3.3: bump .toc version and add changelog entry. Improve RestedXP->TomTom integration with additional comments, safer RXP arrow disabling, more robust TomTom waypoint handling (stable keys, signatures, add/clear helpers), debounce for transient no-target flicker, and fallback polling until hooks are installed. Add user-facing and debug messaging, expose helper globals (ApplyRxpArrowState, SetCurrentWaypoint), inject menu/macro support and an options panel with saved-variable syncing, and extend slash command diagnostics.
