  Bundled Latin faces have no CJK glyphs, so zhCN/zhTW clients showed the entire UI as empty boxes. Route every font path through ns.LocaleFontPath, which swaps in the client locale font (STANDARD_TEXT_FONT) on locales that ship a non-Latin string file. Also drop the orphaned PT Sans Narrow Bold, sync DESIGN.md typography to the shipped single-family system, and tighten the release-notes rules.
