Summary

• Fixed per-difficulty sim lookup: all data lookups (voting frame column, priority panel, roll window) now scope to the difficulty of the item being distributed rather than merging all difficulty buckets
• Fixed item difficulty detection using the item link's embedded itemContext field (parsed via strsplit to handle empty fields correctly), reflecting the difficulty the item dropped at rather than the player's current instance
• Fixed Lua crash caused by select() passing multiple return values to tonumber as the base argument, which broke RCLC council window for legacy items
