Rare Share: Core

I have had a couple of requests to add the ability send chat announcements to your current raid or party.  I can definitely understand the use for this.  Goblinj brought up a good idea of a way to do this that I don't feel goes against the original intent of this addon of sharing the information with others.  The idea was to announce the information additionally to raid/party while still leaving the zone announcement in place.  So, I have now added this feature.  You can disable it in Rare Share options if you don't want to use it.  Additionally, it seems only about 50% of the localization strings were done so I finished these off.
