Prepare Retail 12.1.7 PTR and guard secret frame strata

• Review API changes between live 12.1.5.70448 and PTR 12.1.7.70424.
• Keep existing client interfaces and add 120107 only to Retail manifests.
• Compatibility is based on source inspection and offline checks; PTR gameplay has not been verified.
• No unit tests were added or changed.
• Skip unreadable frame layers when arranging reader tabs and raising/restoring reading-mode windows.
