Refresh Retail class spell translations and ship 1.6.8

Expand the English spell catalog to 11,038 names and 10,220 descriptions
from Blizzard's Retail 12.1.5 API. Verify 13 classes, 40 specializations,
41 hero trees and 407 PvP talents. Keep name-only entries for the six
class talents whose descriptions are not published by the API.

Raise spell discovery to 2,000,000 IDs, allow external credential files,
retry empty descriptions, report incomplete downloads as failures, and
build unique Lua entries from the latest cached record.

Validation: six Lua 5.1 suites (3,409 class/spell pairs and 24 Rogue
regressions), seven Python importer tests, and installed-file hashes.

Support catalog languages and reliable resize cleanup

Use the catalog reference language without replacing native quest behavior. The standalone resize grip stops sizing on drag stop, mouse release and hide.

Validation: all six ENPanel Lua 5.1 tests and base integration checks.

data(retail): add 56 new quests from the live API

Corpus grows 49,041 to 49,097 (Midnight ids up to 98,016); nothing
removed -- ids that 404 today stay, older clients still serve them.
Also writes data files with LF newlines on every platform, so a Windows
rebuild no longer diffs all fifty chunks against the shipped files.

docs(data): fill empty Classic descriptions from Retail

The Classic source carries titles and objectives but no offer text, so
every Classic quest showed 'no English opening text' even where the
Retail data holds the same quest id. Tools/backfill_classic.py copies
those descriptions over verbatim -- 3,590 of 4,244 records -- and the
README says where they come from and that Blizzard's rewrites may make
the English a newer telling than the Classic one beside it.
