Pixel Perfect Align - TBC Anniversary Fan Fix

# v1.0.0 - Initial TBC Anniversary Fan Fix (2026-10-20)

Based on MooreaTV PixelPerfectAlign v1.14.07 (LGPLv3).

### Fixed
- MoLib startup error from the removed global `GetAddOnMetadata` function.
- Cascading PPA localization error caused by interrupted MoLib startup.
- Addon settings registration/opening on the newer Settings API.
- Grid incorrectly showing at every login/reload from legacy saved settings.

### Improved
- Added `PixelPerfectAlign_TBC.toc` for interface **20506**.
- Removed the old "Show Grid from start" checkbox and obsolete saved setting.
- Preserved manual toggle via `/ppa toggle`, minimap button and keybinding.
- Kept proper redraw of the enabled grid after display-size changes.
- Identified this build as an unofficial fan fix and retained upstream credits.

**Compatibility:** Classic TBC / TBC Anniversary 2.5.6 only.
