Leaderboard convergence

• Fix the asymmetric catch-up regression introduced in 9.9.7: a fresher requester now returns the merged leaderboard to its peer instead of only importing that peer's snapshot.
• Reconcile a bounded top-150 snapshot with rotating online community peers every 2–3 minutes, so partitions heal during the session instead of remaining acknowledged for six hours.
• Require delivery proofs, a rebuilt applied-snapshot digest, and a reciprocal commit before persisting success; incomplete exchanges retry without accepting false convergence.

Performance and reliability

• Reuse the immutable sliced leaderboard snapshot, its cached wire digest, and a 15-minute community-roster snapshot; no global ladder scan or permanent ticker is added.
• Keep secondary historical evidence on its six-hour cadence and negotiate a new push-pull protocol without sending reciprocal bulk traffic to legacy clients.
• Keep every packet stream and retry bounded, pause reconciliation in combat and instances, and restart cleanly if the weekly campaign changes mid-exchange.
