War horn reach and shard popup polish

Fixed

• War horn (FC) off-front reception: allies in your Overlord community now receive the war horn popup, chat line, and sound anywhere (capital, city, etc.), not only while standing on an active front. Sending the horn still requires being on the front with at least 5 nearby enemies.
• Manual shard popup layout: the shard badge list no longer wraps the title over the shard line (FR title overlap on "Votre shard : #N").

• War horn send rules (front + enemy count + 10 min faction cooldown), sync protocol, and cross-shard disk-entry invite from 6.3.18.
• Minimap polling and BNet outbound settings.

Recommended after updating

• /reload after updating.
• Test off-front reception with an ally in the Overlord community who is not on the war front map.
