Co-capture sync and observer stale handling

Fixed

  • Co-capture LOSING: A co-capturer without holdAuthorityLocal no longer decays the hold timer or broadcasts a revert when leaving the zone; only the official capturer (ZS field 9) can drive LOSING decay.
  • False stale revert on disk: Removed the 45 s local revert that rewrote zone owner/status and broadcast to the raid when ZS were delayed (mass-event throttle). Stale observers now rely on existing SR polling (~22 s) instead of imposing state on peers.

Changed

  • Capital fortification removed: Fortification level and map/tooltip labels are gone; enemy-capital siege stays a fixed 8:00 timer. Guide text (EN / FR / ES) updated accordingly.

Unchanged

  • ZS/ZA payload formats, gold mines, Check PvP export, Guild Keep, and primary capture relay behavior.
