NoMoreSpam 1.4.0 — English localization and multilingual filtering

- Added full English localization for settings, tooltips, chat notifications and command help. Russian clients use Russian; all other client languages use English.

- Added separate Russian and English starter word lists. Defaults follow the client language on first use or when explicitly restored.

- Expanded case-insensitive matching with Unicode case folding. Mix words from different languages in one list, regardless of UI language.

- Applied the same matching rules to word-list searches, duplicate detection and rule removal. Newly added rules retain their entered spelling.

- Preserved saved word lists, including empty lists, all-time statistics and minimap preferences across updates and client-language changes.

- Updated the Russian and English documentation, now included as README.ru.md and README.en.md. Removed the author-only publishing guide from the release ZIP.

Open settings with /nms or the minimap icon. Filtering remains limited to Trade and Trade (Services).

Upgrade note: Your existing words are kept. To switch to the starter list for your current client language, use the Starter list button or /nms defaults. This replaces your current word list.
