CRITICAL FIX:

- Fixed [ADDON_ACTION_BLOCKED] error caused by recent MoP Classic API changes
  Blizzard blocked direct interaction with ExtraActionBarFrame
  Rebuilt to use red positioning frame only

CHANGES:

- Removed direct button dragging (no longer possible)
  Use red positioning frame instead
- Added combat protection - positioning only outside combat
  Removed CTRL+SHIFT+Drag system

USAGE:

/meab unlock - Shows red frame (outside combat only)
 Drag red frame to position
/meab lock - Saves position and hides frame

NOTE: Changes required due to Blizzard API restrictions affecting all UI addons.

- Prevents UI layout conflicts with SetPoint hooking
- Character-specific SavedVariables (MoveExtraActionBarDB)
