Adds partitions functionality; access these via /mbg and using the instances toggle or partitions buttons
-instances can be assigned to named partition

-partitions can be analyzed as a set of data together

-partitions can be used to inactivate data within a partition from the all data view

instances can now be deleted from the ui instance data view
