• Bug fix + added option for desaturated icons when on CD for combat tracker
• fix(combat-tracker): use GetSpellBaseCooldown for racial cooldowns in combat
  C_Spell.GetSpellInfo() does not return a cooldownMS field, so the
  UNIT_SPELLCAST_SUCCEEDED handler silently fell through and never set
  the cooldown during combat. Replaced with GetSpellBaseCooldown() which
  returns the base cooldown in ms and is not restricted by
  SecretWhenSpellCooldownRestricted. Documented the API quirk in
  ARCHITECTURE.md.
