Compatibility Update for Midnight
* Updated TOC
* Due to Protection UI actions from Midnight update
** SetRaidIcon by replacing it with Macro for Target Markers and adding "SecureActionButtonTemplate"
** Frame:Show and Frame:Hide had to rewrite those sections to not fire duing combat
** Opening Options page while in combat not allowed so locked the button while in combat
** Moving Bar while in combat is not allowed so locked the moving bars while in combat
* Save Postions for the bars where acting up so reevluated and updated
