Manners - Buff Nearby Players

One click to buff back whoever just buffed you, and nearby players missing yours.
What's new
- Put your buffs in your own order. Who to buff has a new Buff order list for any class with more than one buff: move a buff up or down with its arrows, and the first one a person can use is what they are offered. Anybody already wearing one of yours is still left alone, and Greater Blessings follow your order too. Back to Automatic puts it back, and brings back Blessing of Kings first, which gives way to an order of your own.
