Loot and Roll Rules

* You can pick a specific equipment slot for armor in rules now.

* You can pick a binding type in rules now (Any/None/BoP/BoE) - Bind on Use counts as BoE. Old rules that have no bind type added count as Any.

* The rule menu should hopefully show localized item type names now except for Currency which no item uses yet (important because checking items uses localized type names), but almost everything else is still in English.
