0.4.3: the weekly voting window

• Regular votes (objectives, measures, amendments) now run Sunday 12:01 AM to Friday 7:59 PM Arizona time (MST, UTC-7, no daylight saving). They're counted at the close and announced at the 8 PM Friday War Council.
• A draft that reaches its sponsors is scheduled and opens the next Sunday at 12:01 AM. An objective is voted in the second week of its two-week cycle.
• The Votes tab shows "Opens Sun 12:01 AM" or "Closes Fri 7:59 PM (Arizona)" with a countdown, and the list counts down too.
• Ballots outside the window are refused by the voter's client and the checker, and every client drops them.
• Times come from the realm server's clock (GetServerTime()), so every client agrees to the second whatever the PC's time zone.
• Emergency votes are unchanged: 48 hours from the co-signature, on any day.
• Demo mode's sample votes follow the new window.
• Note: clients older than 0.4.3 open sponsored votes at once for 7 days. Everyone on the network should update.
