- `PartyCastbar` in arena now works correctly and reliably:
  - fixed duplicate castbar rendering on the wrong party frame,
  - fixed sticky castbar state when a widget was left bound to a stale owner/frame,
  - hardened unit-to-frame binding to prevent duplicate `partyX` ownership.
